Are these pants, "low riding, or high riding" on the hips, or are they just kinda in-between?

Are the cuff of the pants narrow? In the pictures it looks like the bottom of the pants legs are like a slim or tight at the opening. Trying to decide if they will fit and look good with cowboy boots?
